Central Valley Cash For CarsSe Habla EspañolENESSitting on non-op? It can still sell.
Planned Non-Operation keeps a parked car legal and stops the registration fee clock. It doesn't freeze the car forever. A non-op car can change hands: the transfer is recorded as a non-operational transfer, no smog certificate is required while the car stays on non-op, and the registration side becomes the buyer's job. Since we tow every purchase free inside our service area, the car never has to turn a wheel to be sold.
Get my guaranteed offerThe offer we make is the offer you get for 7 days, when the car matches its description. If hidden or unreported damage is found at pickup, any adjustment is shown with photo evidence before you decide.
Filing for Planned Non-Operation tells the DMV the car won't be driven or parked on a public street, and in exchange the penalties and late fees stop piling up. What it does not do is block a sale. Ownership transfers like any other sale — the car simply changes hands wearing its non-op status, and whoever wants it on the road next handles registration and smog then. That distinction matters: a non-op car is a parked car with clean paperwork, not a problem car.
It's also a different situation from expired registration, where the clock was never stopped and fees may already have accrued. Both are cars we buy — the paperwork conversation is just different, and we'll tell you which one you're actually in before the offer is final.
01
Mention the PNO status and how long the car has sat. If you're not sure the filing went through, say that too — we can see the situation more clearly with the VIN.
02
Priced on the car and its condition. Sitting affects condition, not eligibility — a car that sat for a year is a car we price, not a car we reject.
03
The transfer is completed with the non-op status noted (the DMV's statement-of-facts paperwork covers it). You still file your release of liability within 5 days — our release of liability guide walks through it.
No smog certificate is needed from you for this sale. Smog is required when a car is registered for the road — a non-op transfer isn't that, and the car isn't leaving on its own wheels anyway.
The car sat after a death in the family, a move, a second car that became a third car, a repair that never got scheduled. Sitting creates its own short list of issues — a battery that died in the driveway is the most common, and it's a simple one: a car that won't start because it sat is a car we buy (the won't-run guide explains the line). Older Toyotas and Hondas that sat on non-op but still run are wanted at any age. What sitting can't fix is a car that was parked because its engine or transmission was already done — that line doesn't move, and we'll tell you plainly if the description crosses it.
Yes. Planned Non-Operation restricts driving the car, not selling it. The transfer is a standard DMV title transfer with the non-op status noted, and the buyer takes over the car's status as-is. We complete the paperwork with you at pickup.
No smog certificate is required for the transfer while the vehicle remains on non-op — smog certification belongs to registering a car for operation. When the next owner puts the car on the road, smog becomes part of that process. For your sale to us, there's no certificate to chase.
Often, yes — it depends on why it stopped. A car that sat and now has a dead battery is squarely our category. A car that was parked because the engine or transmission had already failed is not. Describe what you know in the intake, including how it ran when it was parked, and we'll price it on that.
If the PNO was filed on time, penalties were paused — that's the point of the filing. If the registration had already lapsed into penalties before the non-op was filed, some fees may exist on the record. Tell us the history and we'll walk through the numbers with you before anything is final.
