It's one of the most common questions we hear, and one of the most disappointing programs to actually use. California's vehicle retirement program — the Consumer Assistance Program, run by the Bureau of Automotive Repair — does pay some owners to retire a car. But most sellers who look into it find they don't qualify, the funding isn't there, or the car can't meet the requirements. If you need the car gone, this page is the honest preview.
Get my guaranteed offerThe offer we make is the offer you get for 7 days, when the car matches its description. If hidden or unreported damage is found at pickup, any adjustment is shown with photo evidence before you decide.
The program was built for a narrow case: a car that failed its most recent smog check, owned by someone who meets the program's rules, in a year when the money hasn't run out. Outside that case, applications stall or get denied for reasons that have nothing to do with how much you need the car gone:
None of that makes the program a scam; it makes it a lottery ticket with a waiting room. Sellers usually find us after they've already hit one of these walls.
Even a successful application is an application: forms, a determination, an appointment at a dismantler — while the car sits, registration penalties and insurance questions keep their own schedule. Compare the shape of the two paths honestly. With us, the offer is written, guaranteed for 7 days, and pickup is arranged on your schedule. If the car failed smog, that's not a problem to solve first — it's inventory we actively want (see our failed smog page), sensor-class failures very much included.
We're a buyer, not a neutral referee, and you should read this page that way. But every wall listed above is written in the program's own rules — check them yourself if you like. If you do qualify and the funding is there when you apply, that's your call. Most sellers who reach us have already made it, involuntarily.
Not in the way the phrase suggests. The state doesn't buy cars from the public. The Consumer Assistance Program retires a narrow class of vehicles — ones that failed their most recent smog check — at contracted dismantlers, for eligible owners, when funding is available. Most cars and most sellers fall outside at least one of those conditions.
The recurring reasons: the funding for the period is exhausted, the car doesn't meet the smog-failure requirement, the vehicle can't be driven to the dismantler, or the income and registration documentation doesn't line up. None of those can be appealed into an approval — and meanwhile the car is still sitting in your driveway.
The published amounts are $1,350 for a qualifying vehicle, with higher tiers up to $2,000 reserved for income-eligible owners. Treat the number as theoretical until you're approved: it only exists for a car that qualifies, in a period when funding remains, after the application clears.
That is precisely the car we buy. A failed smog test — most often a sensor-class fault — is priced into our offer from the start, with no repairs, no retest, and no application. Send the intake, get a written offer guaranteed for 7 days, and we'll arrange the free tow.
